The IDT has five units each with a distinct responsibility in terms of the strategic positioning of the organisation and the attainment of the targets in the Corporate Plan.

Corporate Services Unit (CSU):

The CSU’s purpose is to be a strategic partner, enabling its client (the IDT) to optimally use corporate resources for continuous improvement in service delivery in line with the IDT mission.
The core business of CSU within the IDT is the:
Provision of Human Resources Management, Information Technology (IT), Legal Services, Communications and Stakeholder Management, Information Management, Administration & Facilities Management through appropriate strategies, products, solutions and services.

Development Programme Services Unit (DPSU):

This unit manages the core business of the IDT, including development programme management and institutional capacity building for external clients.
The functions of DPS Unit include:

  • Portfolio Management and
  • Regional Operations sub unit

Financial service units (FSU):


The FSU focuses on maximizing compliance with relevant financial statutes and regulations, administering expenditure efficiently and effectively to all internal and external clients in line with the Public Finance Management Act (PFMA) and procurement administration.

It comprises of a centralized function at head office that supports all regional offices. This function includes:

  • Financial Services; and
  • Supply Chain Management (Procurement)


Integrated Development Services (IDSU)

IDS Unit works with other business units, mainly Development Programme Services (DPS) to select, plan, implement, evaluate and continuously improve on the delivery of project using project portfolio management principles and best practices.

The functions of the unit include:

  • Innovative development practices;
  • Research and development;
  • Knowledge management;
  • Integrated development planning and management;
  • Advocacy and
  • Business generation.

Office of the CEO


The office mainly focuses on developing and mainstreaming the corporate strategy of the IDT. This involves:

  • Company secretariat
  • Compliance
  • Strategy development and strategic planning


The Head Office of the IDT is located in Pretoria and it provides direction and support to regional offices. The Regional Offices are located in:

  • Eastern Cape
  • Free State
  • Gauteng
  • KwaZulu Natal
  • Mpumalanga
  • Limpopo
  • Western Cape
  • Northern Cape
  • North West


Regional managers are responsible for the operations of regional offices.
