We are responsible for delivering social infrastructure and social development programme management services on behalf of government. The social infrastructure programmes we deliver include public schools, clinics, community centres, government offices and these are predominantly in rural communities in the nine provinces of South Africa.

IDT’s portfolio is implemented through its regional offices which serve as a delivery mechanism and are responsible for programme implementation planning, implementation management and regional reporting. Over and above these functions, regional management undertakes business development, client relations and stakeholder management. The IDT’s operations in each of South Africa’s 9 provinces are led up by a regional head.

Free State Regional General Manager

Mr Tseliso James Mokhethi

Mr Mokhethi was appointed the Regional General Manager after having joined the IDT in September 2011 as a Portfolio Manager Social Infrastructure at the national office. Mr Mokhethi is a qualified engineer with experience in Engineering and Built environment. He holds a Master of Business Administration (MBA) from the University of Free State and a Bachelor Science (BSc) in Civil Engineering from the University of Witwatersrand. He also has qualifications in Developing and promoting Labour Intensive Construction Strategies.

Northern Cape Regional General Manager

Ms Patience Mokhali

The IDT appointed Ms Patience Mokhali as the Regional General Manager (RGM) for Northern Cape and she assumed her duties on 1 December 2016. Ms Mokhali brings a wealth of experience after serving the government for over 35 years, where she has held various positions in the Free State and the Northern Cape provincial governments. Before she joined IDT, she was the Deputy Director-General in the Office of the Premier in the Northern Cape. Amongst other qualifications, Ms Mokhali holds a Bachelor’s Degree in Social Sciences and an Honours Degree in Industrial Psychology.

KwaZulu-Natal Regional General Manager

Ms Nonhlanhla Khumalo

Ms Nonhlanhla Khumalo was appointed as the Regional General Manager for IDT KwaZulu-Natal in 2007. She joined the IDT in 1998. Before joining the IDT, Ms Khumalo worked for the Department of Health and Population Development in Ladysmith (KwaZulu-Natal) as a probation and liaison officer. She also worked as a Community Development Officer at the Rural Foundation in Empangeni (KwaZulu-Natal). She holds a Bachelor of Arts (Honours) degree in Social Work from the University of Zululand and qualifications in Community Development, Project Management and Management.

Limpopo Regional General Manager

Mr Joseph Bali Mamabolo

Mr Mamabolo joined the IDT as the Regional General Manager for the Limpopo Province in 2010. Previously, he has worked as the Senior Manager in the Office of the Municipal Manager in Limpopo Province. He holds a degree in Economics and Business Economics from the University of South Africa, as well as qualifications in Programme in Investment Appraisal and Risk Analysis from Queens University, Canada.

Mpumalanga Regional General Manager (Acting)

Mr Sydney Machete

Sydney Machete is a registered professional Quantity Surveyor and a professional Construction Project Manager. He holds a Master of Business Administration (MBA), Post Graduate Diploma in Organisation and Management, and BSC Quantity Surveying, all obtained from the University of Cape Town. He also holds a National Diploma in Construction Supervision obtained from Natal Technikon, as well as a certificate in Infrastructure Appraisal, Risk Analysis and Markets, obtained from Queens University in Canada, a certificate in Property Management from the Graduate School of Business, University of Cape Town, and a certificate in Labour Intensive Construction Management Processes from the Construction Education and Training Authority (CETA). He has extensive experience in both building and civil works, and also in mentoring.

Gauteng Regional General Manager

Ms Tebogo Magogodi Elizabeth Malaka

Ms Malaka is the Regional General Manager for Gauteng. She joined the IDT in 2009 as a Regional General Manager for the North West Province and was later tasked to be the Regional General Manager for the Northern Cape Province as well. Before joining the IDT she worked for the Department of Water Affairs and Forestry in the North West Regional Office as a manager for institutional and social development. She holds a Bachelor of Arts (Social Science) degree from the University of Durban Westville. She also has qualifications in Health Systems management, Project Management and Planning and Community Development.


Mr Bongani  Mfeka - Acting RGM Western Cape

Mr Bongani Mfeka

Mr Mfeka currently holds the position of Acting Portfolio Manager for Social Development Programme at the National office as well as having the oversight responsibility for the Western Cape Office. Mr Mfeka joined the IDT in 1995. He holds a Bachelor of Commerce degree from the University of Fort Hare and a postgraduate diploma in Development Management from the University of Witwatersrand.


Kabelo Mocwane

North West Regional General Manager

Mr Kabelo Mocwane

Mr Mocwane is a registered Professional Engineer (Pr Eng) and holds the Government Certificate of Competency (GCC Factories). He obtained his Bachelor of Science and Master of Science degrees in Electrical Engineering from the University of Cape Town in 2004 and 2010 respectively. Mr Mocwane brings a wealth of experience to the IDT, having worked for both the private and public sectors for more than 12 years. Before joining the IDT he worked as Chief Engineer and Acting Chief Director responsible for infrastructure at the North West Department of Health.
